The resource is in a state that doesn't permit the requested transition.

What happened

Examples: cancelling a send that's already in `sending` state; pausing a campaign that's already `paused`; rotating a key that was just rotated within the propagation window.

How to recover

GET the resource to see its current state, then issue the transition that does apply (or skip the call entirely).
